These grants are provided by the Energy Companies and not by the Government as a lot of people seem to believe and in the current economic climate the decision has been to scale down the grants for the next 12 months.

This comes just a few months after the last Government’s energy review – Greener Homes Report – revealed that some 7 million solid wall homes need to have wall insulation fitted by 2050 if the UK is to hit its legally binding carbon reduction targets. This equates to around 200,000 homes a year and represents a minimum 10 fold increase on current numbers of insulations carried out per year.

Given this back drop you would have thought that the low level of grant aid available to private home owners would have been substantially increased to act as an incentive as they do in large parts of Europe .  Even a hardened cynic would not have guessed at a grant cut but that is exactly what is happening.

He asserted the only realistic way to achieve a 90% target reduction in co2 from domestic homes by 2050 is to attack the present housing stock of inefficient homes and target them for wall insulation. Obviously well informed , he pointed out the greatest energy and emissions savings would be to insulate the walls of ” hard to heat “  homes of which we have around 6 million. This was on the basis of up to 45% of all heat loss occurring via the walls.

He called upon the Government to be far more proactive in this area and especially as it would create a lot of new long term jobs at a time when such jobs are sorely needed. The cost savings in benefits added to the increase in tax revenues from the newly employed would pay for an increase in Government subsidy to encourage greater action in this critical area.

Part of this program involves monies being allocated to homeowners in the form of free grants if they undertake certain energy saving measures within the home such as cavity insulation, loft insulation and low energy light bulbs.

The range of properties covered stretches from a 2 bed mid-terraced to a 4 bed detached and the grants are available for all homeowners regardless of income or age who live in a hard to heat solid wall property. This incentive is long overdue and should encourage a lot more people to reduce both fuel costs and carbon emissions.

This news is especially welcome as the revised Building Regs now compel anyone wishing to upgrade an external wall to incorporate insulation if the U value is higher than 0.7 . The average solid wall property has a u value of 2.1.

Whilst cavity walls, boilers and loft insulation attract grants which subsidise the cost up to 100% there are currently no grants available for solid wall insulation to any private home owner nor any in the immediate future that we are aware of.

When you consider that external wall insulation delivers the greatest energy and carbon savings of any home insulation then it is scandalous that no funding is available. Whilst you can get a grant of up to £2500 for solar water heating you get nothing for external insulation and yet solar water heating saves less than a third of the energy costs that external wall insulation does. Additionally solar also reduces carbon emissions by less than half the reduction gained through insulating solid walled properties.

If solar heating is deemed worthy of a grant – which it definitely is – then surely external insulation deserves to attract at least the same level of grant funding for conscientious private home-owners.

Whilst it is beneficial to have pipes and boilers lagged and lofts insulated the most effective and money saving area of the house to insulate is the walls. Between 35% and 45% of all heat is lost through the walls and for the 24 million homes with solid walls the cavity wall grants are useless.

For people in these type of homes the choice is between incredibly expensive and disruptive internal insulation or the less disruptive External Insulation systems that are commonplace in Europe and offer incredible benefits.
